The UK and US have hammered out a significant trade agreement that will maintain zero duties on UK drug shipments going into the US market.

Agreement Details of the Pact

As part of the deal, the UK has pledged to raise funding on pharmaceuticals through the public health system. This pledge ensures that import taxes on these key goods will remain at zero for a timeframe of the next three years.

This development comes after previous threats to dramatically increase tariffs on patented drug imports, with figures mentioned as high as one hundred percent.

"This deal between the United Kingdom strengthens the international landscape for innovative medicines and establishes long-overdue equity to U.S.–U.K. medicine commerce," a statement noted.

Economic Impact

Medicines represent one of the Britain's most significant export categories to the US, which is by far the primary destination for large British pharmaceutical firms.

Trade data reveal that in the 12 months to the end of September, the UK exported medicines valued at billions to the US. This value made up 17.4% of total UK exports in that period.

"This agreement safeguards work, stimulates funding and sets the stage for the UK to establish itself as a international leader for medical research," the Business and Trade Secretary commented.

Key UK Commitments

The agreement involves several notable pledges from the United Kingdom:

  • Higher Cost Ceiling: The UK will increase the price threshold at which it deems new medicines to be too expensive by twenty-five percent.
  • Boosted Medicine Funding: There is a target to double total NHS spending on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The percentage pharmaceutical firms must return to the NHS to prevent overspending will be capped at fifteen percent. In the past, refunds exceeded twenty percent.

Broader Context

This agreement comes amid a protracted row between the sector and the ministers over drug pricing and regulatory access.

These tensions were exacerbated by claims that American consumers were charged several times more for the equivalent treatments than patients in the UK and Europe.

In recent months, several major drug company projects in the UK have been paused or cancelled, while major funding commitments have been pledged toward American operations.

The Science Minister stated that the NHS needed to increase expenditure on treatments, noting that its expenditure on drugs had decreased as a share of its resources over the past decade.
